Introductory Statement

The Pakistan Policy Institute, USA (PPI-USA) functions as a registered, nonpartisan academic and strategic policy platform dedicated to strengthening U.S.-Pakistan relations through informed analysis, civic engagement, and advocacy. Led by Dr. Gholam Mujtaba, a prominent political advisor with extensive experience on both sides of the Atlantic, the Institute acts as a crucial channel for diplomatic, cultural, and policy discussions between the two countries.
PPI-USA advocates for national integrity, transparency in foreign assistance, and the repatriation of Pakistan’s looted wealth. It promotes a forward-looking economic agenda centered on foreign investment incentives, corporate-led job creation, and economic justice, while opposing additional tax burdens on the general public.
Aligned with the constitutional values of the United States and the common principles of the Abrahamic faiths, the Institute works to protect religious and ethnic minorities, promote cultural inclusion, and foster mutual respect across different communities. As Chairman of the Pakistan Policy Institute USA and a senior Republican leader in New Jersey, Dr. Mujtaba has played a central role in U.S.–Pakistan policy discussions for over thirty years. His academic work, combined with his political activism, underscores his position as one of the most influential Pakistani Americans in the United States.

Strategic Approaches in U.S. Policy
In 2014, Pakistan faced a looming crisis in the U.S. Senate Appropriations Committee. Sanctions were being prepared in response to the disruption of NATO supply lines through Pakistan, caused by protests led by Imran Khan. If implemented, these sanctions could have crippled Pakistan’s fragile economy and undermined its strategic partnership with the United States.
Dr. Mujtaba acted decisively. By directly engaging with Senator Daniel Inouye, Chairman of the committee, he successfully secured the withdrawal of the punitive bill. According to records in the Pakistan Policy Institute archives, Senator Inouye recognized that “Dr. Mujtaba’s reasoning and representation of Pakistan’s sacrifices in the war on terror were persuasive and compelling.”^2
This diplomatic effort was not a solo act. It united an exceptional coalition—Texas philanthropist Joanne Herring, Congressman Michael McCaul (now Chairman of the House Foreign Affairs Committee), and General John Bradley of the U.S. Air Force Reserves—who participated in a briefing with Dr. Mujtaba at the Rayburn House Office Building.^3 Their advocacy collectively reaffirmed Pakistan’s importance as a strategic ally and strengthened its claim to “favorite nation” considerations within U.S. policy circles.

The 2011 Raymond Davis crisis, when a CIA contractor killed two Pakistani nationals in Lahore, risked damaging U.S.–Pakistan relations. Media outlets like The Express Tribune and The Washington Post often referenced Dr. Mujtaba’s efforts to promote dialogue rather than escalation.
His consistent messaging emphasized “the need for Pakistan and the United States to avoid an irreversible rupture and to resolve the case through a framework of justice and diplomacy.” His stance, documented across Pakistani and U.S. press, helped reduce tensions and created the political space for resolution.

Political Legacy in the United States
The political influence of Dr. Mujtaba extends beyond diplomacy into electoral politics. In the 2024 general elections, his son Dr. Assad Mujtaba ran for County Commissioner in Passaic County, New Jersey, earning 85,000 votes—a notable accomplishment for a first-time candidate.^6 This campaign leveraged the family’s grassroots support and marked an important milestone for Pakistani American political participation in one of the largest constituencies ever contested by a candidate of Pakistani descent.
During the COVID-19 pandemic, Dr. Assad was part of the New York Governor’s Rapid Response Team, showing the family’s dedication to public service during a crisis.
Dr. Gholam Mujtaba has been elected to the Republican Party’s Core Committee in Clifton, NJ, further confirming his leadership role within mainstream American politics.

Recognition from Congress
More than six members of the U.S. Congress have issued formal recognitions to Dr. Mujtaba for his contributions. Congressman Michael McCaul, in his 2020 citation, praised him for “building mutual trust and enhancing U.S.–Pakistan understanding at critical times.”^7 Other acknowledgments include those from members of the House Armed Services Committee and senior Republican lawmakers who appreciated his input on South Asian affairs.

Dr. Gholam Mujtaba’s Role as a New York State GOP Delegate and Current Republican Leadership

Dr. Gholam Mujtaba served as a New York State Delegate to the Republican Party during the 2024 Presidential Elections, a prestigious position that reflects both trust and recognition within the party’s leadership. A state delegate plays a critical role in shaping the party’s platform and officially nominating the presidential candidate at the Republican National Convention. Delegates are either elected or appointed to represent their state and are entrusted with casting votes that influence the direction of national Republican strategy.

As a state delegate, Dr. Mujtaba was instrumental in advocating for core Republican values, participating in pre-convention deliberations, and supporting the nomination of President Donald J.
